Virginia is a Dillon Rule state, which means that local municipalities need the State General Assembly’s permission to do things like enact single-use bag fees, EPS bans, and bottle bills. The Dillon Rule narrowly defines the authority of local governments under the guidance of the state (in contrast to Home Rule, which grants local governments greater autonomy).
